The EGR (Exhaust Gas Recirculation) valve is used for emissions reasons. It attaches to the intake manifold and recirculation exhaust gasses back into the intake manifold when you are at highway speeds. This burns exhaust gasses twice leaves less crap coming out the tailpipe.
I have mine hooked up on my 4G63 mightymax, and I passed a Massachusetts state inspection (read: not easy). However, many people do remove it, and make a plate to block it off. Either way, the EGR wiring that goes to the ECU is only used on California Model 4G63's. Just skip that wire, you don't need it.

I passed the emissions test without my EGR in MD on the rollers.

Getting the engine bolted in is about 10% of the way there.
The next 80% can go quickly with help and skill.
That last 10% takes about as long as the 90% that came before it.
