That 14b won't run that boost for long. I know Project Goodwill ran a 14b with the wastegate welded shut and got about that much boost. They also ran 450cc injectors. Probably with lots of fuel pressure and he's running a Haltec (I think) The 14b can outrun the 450cc injectors. If you're going to upgrade injectors and plan to run anything around a 16g or larger, go with 660cc injectors. You will have a rougher idle and need some good tuning equipment either way. An EVO III 16g, 2G MAS and 550cc+ injectors should get you around 300whp.

Get some 160lb/hr (1600cc) injectors and a decent engine management system and you'll be fine. 1600cc injectors are cheap and the money you save you can put into a better ECU.

A good ECU like mine can idle lean on BIG injectors and dual walbro pumps with an appropriate regulator. I'm running 950cc injectors now and I wish I had gone larger.

Getting the engine bolted in is about 10% of the way there.
The next 80% can go quickly with help and skill.
That last 10% takes about as long as the 90% that came before it.

You can deffinately get 250hp out of the 14b. If you step up to a 16g, you can make about 300hp. Of course, that's running the turbos at "recomended" boost levels. If you have haven't seen it yet, check out Project Goodwill. He ran a 14b to death and got his FWD Laser in the 11s without juice. There is no way you could run 31lbs of boost on either turbo though. Project Goodwill got about 22lbs from the 14b, but it usually fell off to about 18lbs by redline. I think you could run an EVO3 16g at 18lbs and have about 300whp and run low 11sec. That's if you can get a tranny and rear end to hold up.

Get a Cummins turbo and be done with it! 7psi at 2500rpm and full boost at 3500rpm. Good till over 500hp. 1600cc injectors Do it!
