It will prevent the belt from failing but your engine will become very unbalanced and usually cuts out around 5000rpm's. If both belts were removed (I know no oil...) Your engine will be stable. But no oil once again :p
It will be unbalanced because one balance shaft will still be spinning expecting the other one to be as well.

i know of shops that would leave the balance shaft belt off when they did timming belt jobs most people never really noticed. honestly just put a new belt on there is no real reason you need to take them out for a put put van. they do say it free's up some hp but i never noticed anything other than my oil pressure being higher.
