I've seen some igntion swtiches cause this. The ignition feed while in the start postion fails, but is ok in the On positon.
The reason your voltage is droping is due to the high amperage draw the starter has while turning the motor over.
Try running a jumper wire (postive) to the ignition/coil to see if this gets you going.
no spark while cranking, but spark immediately after crankin

I had a similar problem with a prelude that I sold to a friend.
The day after i sold it to him it wouldnt' start (ran fine for me for almost 2.5yrs) but had +hot at the starter and would kill the bat.
Long story short, the alt pooped shorting something inside and ended up just running a momentary switch to the starter.
Fires right up and has been working great since.
Try leaving the key in 'run' and jump from bat lug at starter to selonoid..
it only needs to be a few inches.
OR, check your grounds, corrosion.
