Yeah, I've seen that 99 Galant 2.4L block.
That is different as well and will bolt up in an Evo.
I'll get my engine block up on the engine stand and start measuring it see if there's enough material there to drill and tap for the oil squirters.

Can it be done?
I have a picture showing the main oil galley.

You can clearly see the oil squirter dowel pin holes in cylinders 1-3, but the 4th is lacking.
You can clearly see there's no boss to machine flat and drill and tap ...
